The hitch will not interfere with the factory exhaust, however the exhaust must be temporarily lowered for installation. I have a solution for you but no one makes a hitch with a 2" receiver for your 2013 Lexus IS 250 convertible. The only option is going to be the Curt Trailer Hitch Receiver item # C11047. This hitch is custom fit and bolts directly to your Lexus with included hardware. It has a 1-1/4" receiver for which there are many options for bike racks. Given the tongue weight capacity of this hitch I do not recommend using an adapter to try to make a 2" bike rack fit.

I would first recommend to check the part numbers of your Rhino roof rack to make sure you have the correct fit for your 2007 Lexus IS 250. The black crossbars should be part # RRVA118B-2, you should also have part # RRRLKVA for the legs, and the clamps and pads should be part # DK241.

The trailer hitches are not the same between a 2013 and 2014 Lexus IS 250. As you have indicated the 2013 IS 250 sedan uses hitch # C11372. The 2014 uses hitch # C11389. The side brackets are slightly different on the C11389. There is a little cutout on the backs of them so that they can fit on the 2014 IS 250. So in other words the hitches are not interchangeable.
